Dr. Cindy Chang OD was raised in Orange County, where she currently resides with her husband and 2 children. She attended the University of California, Los Angeles for her undergraduate studies and received her Bachelors of Science in Psychobiology in 1999. She then attended the Illinois College of Optometry in Chicago, IL and received her Doctor of Optometry degree in 2003. Dr. Chang is committed to providing the highest quality eye care to her patients.

Dr. Cindy Chang is amazing, proactive, and very knowledgeable. I thought my right eye got weaker but learned from my appointment with her that actually my left eye is the dominant eye and that both eyes' muscles are strong. The receptionists in the office and Target Optical were friendly and polite. Shout out to the lady with gray hair (I forgot to ask her name), she is patient, respectful, and a sweetheart. I was at the store two times in a row -- the first time was for myself and my spouse's appointment but I was 26 minutes late and was marked as a No Show, and showed up on time for rescheduled appointment the next day. The lady noticed I took my time making a selection and offered help, answered my question on what I could do with my old glasses, and applied insurance benefits and available discounts to help. The only thing to be aware when making appointments on Target Optical is that you may not get Dr. Chang since there are multiple optometrists in this office and you may get someone else depending on the day of the week.
